How to make an undertale fangame?

I've been seeing all these fangames, like unDERtale, or the Gaster fight, but I've been wanting to make one based off an AU.

Someone did make a program to make boss fights in the style of Undertale, however, called Unitale.

So as long as you have programming experience, you can use whatever you want.
