The concept of sightlessness has been used commonly throughout storytelling as a concept of both a window to a characters inner being, and the more literal physical state.
As far as the meta element is concerned, I have two explanations.
First, it could reference that Frisk has no "eyes" of their own, meaning that they are essentially not in control. As a passenger of the will of others, namely you and Chara, Frisk ends up with no will of their own, even in the best ending we see, where you are still in control of deciding their fate into the post game, whether it be to forge their own path or live happily with Toriel.
Second, it could be a suggestion that Frisk is truly impartial to the goings on of the game, leaving them innocent in either event of savior or genocide, since they have no capacity to interact with the atrocity or benevolence they are used for. Compare this concept to that of the Batter from Off who is not innocent in his role since he is capable of perceiving and commenting on the role he is being used for, in this case forming the opinion that he sanctions the player's mission.
These are only a few ways to interpret this element of the game story. I'm sure there are others.
If they opened their eyes, the escaping Determination would manifest as eye beams that destroy everything they face.
