After I saw one letsplayer giving Pap a Vegeta voice i thought that Skeletors voice wasn't that bad for Pap.

Well, listen to the text-grunt sounds when Papyrus speaks. It sounds high pitched, yet raspy. All monsters have a sound when they speak, to give the players an idea on what they sound like. Sans is goofy, Toriel is soft, Asgore is strong, Flowey is deceptively innocent, etc.

The closest voice we know of that is close to Papyrus is Skeletor's. We take his voice, make it more raspy, and it would fit almost perfectly.
