Open %localappdata%\UNDERTALE (if on a PC; it's ~\Libraries\Application Support\com.tobyfox.undertale on a Mac) - open undertale.ini with a text editor. Capitalize Fun and change the value to whatever you'd like - let's go with 65, for the Sound Test in Snowdin. Save that, and open file0. Find line 36, and change it to the same value (so, 65, here). Save and close.
Now the next time you open the game and visit the 'fishing spot' in Snowdin, you'll enter the Sound Test, so long as you've beaten Papyrus. Note that after loading or failing to load a Fun event, both values will be reset to 0, and not all are guaranteed to happen (the Follower NPCs have a .5 chance, IIRC). You also have to have beaten the boss of the area you're looking for an event in.
