But yeah, Flowey is the one who directed Papyrus to make the phone call, much like how Flowey directed Papyrus to do some other acts that direct the Player towards a Pacifist ending.
...though there still is another call in the Pacifist route that still boggles my mind...
The call you get before leaving the True Lab, I mean, I can tell it's Asriel calling you, but how did he get a phone? Is it Flowey impersonating Asriel (oh, the irony)? And why does he sound like Transformed Asriel instead of normal Asriel?
Flowey's shown to be able to mimic Toriel's voice.

It's not clear why he'd use the adult Asriel voice rather than the child Asriel voice, but the adult Asriel voice might be similar to the voice or form that Asriel took upon absorbing Chara's soul when they crossed the Barrier together many years ago.
