Because it's a purposeful spike in difficulty. Everything that happens on the Genocide run is supposed to deter players to get off it.

Just memorize the patterns and use snowman pieces. It's tough because it is the only genocide boss you've actually had to FIGHT.(spoilers) other than Undyne the Undying and Sans, you one hit all bosses.
