What's the deal with nines in undertale.

What's the deal with nines they appear in the game to many times for them just to be a coincidence such as when floweys gets the seven human souls and his save file shows him being lv9999 and have he has a 9999:99 play time and when undyne kisses alphys in the true pacifist ending and more importantly when chara erases the world is some under lying meaning or just Toby's favorite number. I can't think of anything

it's the biggest number that can be expressed in one letter/CHARActer(seewhatididtherecoughcoughi'llshowmyselfout)/whatever, so why have 1000 lv when you can have nine thousand nine hundred ninety nine lv? sure you could say 10000 or even 99k but guess they just wanted to cap at 4 digits.

Would be kind of lame to just be LV 1000, play 1000 hours, and deal 1000000 damage when you can through a bunch of 9's in there instead and have them all be about 10x as effective since you can only show so many numbers on screen.

Well.... you do have the power to change the game to your liking "reset if you screw up or reset to try something different, see what happens when you stab someone in the back". 9 is the sacred number of tzeentch "chaos god of magic, treachery, hope and change". Thus the constant change of the timelines.
