I don't understand how to unlock them.

I assume this refers to steam badges.
A badge is unlocked by combining all of the trading cards for a game.
You can get half of a game's trading cards randomly whilst playing. For example, you need 5 different cards for Undertale badges but you get 3 card drops. This means you either need to buy the other cards or hope for a booster pack drop. Booster packs drop very rarely.

Which ones do you get in-game?

Just three random cards out of five.
They can even be three of the same card.

As has been said, you get half of a set by playing the game (they're handed out one by one after you've played a certain number of hours). You need to get the rest by trading, buying, or waiting for a booster pack drop.
Of course, the former costs money, and the latter costs time.

I'm level 88 which apparently means I get a 160% boost in card drops, and I 'only' get one booster pack every few weeks.

For you, I'd wager that it'll take at least a month, if not two. It IS a moneymaking scheme for Valve, after all. So don't hold your breath.
