You have to extract the contents of the game's .exe somewhere.

I think this is actually already done with the latest version, check your steam Undertale folder.

well, what about the sound effects? I'm making a resource pack for Minecraft of this game and I want to change ALL of the sounds.

Nice necro, also you need to convert the ogg files into .wav files in some website.
