IS FLOWEY FOLLOWING ME!?!?

I'm somewhat new to the game so I'm not really familiar to all the hidden lore, but every once in a while i decide to go the way i came just to see if something different happened. A couple of times i did this and i saw what looked like Flowey going into the ground. Is he following me? Also, I'm doing the Pasifist route.

He's just a stalker. I noticed him in the first part where you first meet sans and then I saw him in Waterfall, Hotland, and multiple times in the Core
