If it's the former, the actual steps
1]Kill EVERY RANDOM ENCOUNTER in each zone before reachign that Zone's boss. The game will make it VERY OBVIOUS when you have accomplished this. And I don't mean it takes 5+ minutes to get in a fight. I mean VERY OBVIOUS. You will know it when you see it. If you have to ask, it's not it :D
2]Only AFTER doing step 1 for that region, Fight (not mercy) the boss too.
3]Feel terrible. Or relived. Or maybe just horrified by your lack of feeling. Your call.
3.5] For all post-Ruins regions, the save points will inform you how much more you need to kill.
4]Repeat steps 1-3 for each remaining region.
5]Git gud (practice/ fighting) or get good (abort the run).

After the ruins Save points also tell you how many monsters remain
In order to do genocide, as others have said, you have to kill a certain number of monsters in each area before you fight said area's endboss. What people usually don't know is that you can actually spare monsters in genocide as well in order to grind Gold and control your EXP growth, just as long as you eventually kill the required number of monsters in the area before proceeding to the boss. In fact I would use this to my advantage as being LV 11 by the boss in Waterfall will make that fight easier.
There are however some exceptions as some monsters must be killed in order to maintain the genocide route. I've listed those accordingly.
RUINS
Kills needed: 20 (after Toriel leaves you on your own)
Monsters that must be killed: None
Preferred grinding spot: Room with 4 Froggits
Best EXP: Loox ("Pick On" 3 times and kill to get a max of 22 XP)
Best Gold: Loox (5G)
Area Boss: Toriel
SNOWDIN
Kills needed: 16
Monsters that must be killed: Snowdrake, all dog unit members
Preferred grinding spot: Gauntlet of Deadly Terror
Best EXP: Glyde (a secret miniboss in the room with the secret door, need to walk for several minutes to encounter, seems to stop spawning once you reach LV 8 though this may just be VERY low encounter rate. 100 XP)
Best Gold: Glyde 140G
Area Boss: Papyrus
WATERFALL
Kills needed: 18
Monsters that must be killed: Shyren, Mad Dummy (Glad Dummy in genocide)
Preferred Grinding Spot: Room outside Temmie Village
Best EXP: Aaron, Woshua (52XP)
Best Gold: Moldbygg (30G)
Area Boss: Undyne
HOTLAND/CORE
Kills needed: 40
Monsters that must be killed: Muffet
Preferred gringing spot: Core bridge just outside Mettaton EX boss chamber
Best EXP: Knight Knight (180XP)
Best Gold: Knight Knight (150G) but only if killed.
Area Boss: Mettaton
Glad Dummy must also be killed to maintain genocide.
It's between the room where you meet Napstablook and the room with the 6 pitfalls.
