Complete the game and then true reset
or
Reinstall the game.
Having the name Chara doesn't change the game at all.
If you are using Windows go to
C:\Users\(name)\AppData\Local\UNDERTALE
and delete everything. Your save will be gone then.
When i opened that folder, there are 3 files...
1. file0
2. file9
3. undertale.ini
Do I delete all of these or are their any missing or ones that shouldnt be there?
If you want to fully reset your game then delete all of them. After that start up your game and it should ask you to name the fallen human.
Why does everyone think just having the name Chara alter something?
The Chara name doesn't change the gameplay or prevent completion. Only the naming section and (I think) the ability to change the name prior to a TR. It's just that, since it's a popular name for a certain, you know, people assume it's related to, you know. When it's not.
And, of course, if this is your first time playing, forget whatever spoilers you saw concerning a certain lategame encounter. Knowing that spoiler (further popularized by a video about touching) and acting/asking like you weren't spoiled WILL cause you to needlessly reset.
