Go to steam undertale settings by clicking properties
go to Betas section
under the "Select the beta you would like to opt into", click the old_version_101
now update the undertale
click the gear icon from the undertale library page
click Manage > browse local files
now go to bottom of the folder
and delete steam_api.dll file
open a HxD editor ( I use this one and it is safe to download: https://mh-nexus.de/en/downloads.php?product=HxD )
click data.win file from the folder that just opened by steam
drag this data.win file to the HxD editor you just opened
now press Ctrl G to open the search (in the HxD editor)
type 725D8C and press enter, the cursor will go to that location
At that location you will see its value is 00
change it to 01 (if a window pops up saying "it will change the file size, are you sure?" do NOT click ok, it means you changed wrongly, click cancel)
and save the file by pressing Ctrl S
You can now close the HxD editor and open the undertale from steam and you will see that the debug has enabled
Have fun!
To download the HxD editor:
Go to the link I provided above
click any translated version for your choice to download
now double click the downloaded zip file
open the zip file or extract it
you will see it has a file called setup.exe
double click on it
modify the installation settings.. whether you want a desktop shortcut or not etc.
click continue, ok etc...
and it will install it to your machine
