He's meant to tell you about Gaster's self-reflection having been taken out of the game, or scrambled into the code. His sacrifice, his absence, is actually a hidden boon in the game. One that helps the final story happen due to Alphys' involvement in the True Pacifist ending.
He's meant to be a deconstruction of dummied-out characters, like all other parts of the game are deconstructions of leveling up or random encounters. It's a dummied-out character regalvanizing and becoming self-aware, and reaching out through the other game assets to show itself. It's actually pretty cool! I've never found it myself.

Maybe, it reminds me of the Gaster followers, it's some evidence but not much towards who Gaster is. If we find more stuff like this, we might actually figure out who Gaster is.
I got the chara jumpscare thing (doing a pacifist run after genocide run) without knowing about it. I know how you feel.
Wowee, thats pretty deep. This game messes with my head, making me sympathize for a pixel skeleton and now gasty. Its hard to understand lol, so because gaster is "dead" in the game, but he stays in the files, he tries to appear in the form of other characters? this reminds me of irisu syndrome vaguely..
Gaster is everywhere.... and nowhere.
But now seriously, it's just a Gaster follower, if you find another one talk to him and then move on.
