But, as you suggested, I think the main reason is because he knows you have the power to load the game. Why bother trying to save Papyrus when you'd just load the game over and over until you killed him? This reason for his apathy applies to any run as well. Why bother accomplishing ANYTHING (like getting to the surface) when you're just going to undo it all by loading or resetting?
It's also probably why he doesn't help you that much even during a pacifist playthrough. What help could he provide to someone who can cheat death and is able to try any challenge over and over again until they succeed? And why should he help you when you're just as likely to kill him in the next timeline now that you've been nice to him this time?
