If you have already done a genocide route and have returned after doing a pacifist route Chara mentions the perverted sentimentality.

Depending on the theories you believe, there might be more.
A common theory that would expands the amount of Chara text, is that
Chara could very well be the narrator of the game... even on neutral and TP runs. Even for the battle text between turns and while checking. Of course, this theory would paint Chara in a somewhat sympathetic light until you do the thing.

If you pay attention to the dialogue in Geno you'll notice control slowly slipping away from you. The tone of status messages becomes less neutral, the character takes actions on their own without your direct input. What happens at the end of geno is just a mirror being held up to you.
