Well, even Chara might not even have been a child either, she could also have been a teen.
It might be a stretch, but if you look at Asriel Dreemurr fight, Flowey was able to show it's ''true form''. But Flowey was created after an experiment with Asriel's essence, which, before dying, was infused with Chara's soul and Determination. During the fight Asriel actually appears older, which would make sense if he was actualy a mix a both himself and Chara and that Chara was older than him. After the fight Asriel regains full control over himself for some time, showing his childlike appearance since he's temporary free from Chara's presence and power.
