There isn't gonna be a sequal to Undertale!
It wouldn't work because it wouldn't even be called Undertale anymore, you already got to the surface and you lived happily ever after.
Overtale can't really have a story to it considering the surface is much more peaceful than the underground, Toby Fox even said he wouldn't make a sequal.

So stop asking for a Part 2 children!

What about that "other game" that was part of the Kickstarter, and the secret project thats very existence is "shrouded in darkness"?

Maybe it could be a prequel? Maybe it could acknowledge that you're playing it after playing Undertale and hint/suggest/state that "you" (Chara? Frisk?) remember what happened in Undertale, making it also kinda a sequel? (I'm just speculating here)

I think it's going to be a spinoff explaining the backstory with Sans, Papyrus, and W.D. Gaster.

Toby Fox is the Anti Scott Cawthon, so scared of making sequels and merchandise even when everyone's begging it. As opposed to Cawthon, sequels and merchandise even after he's been asked by his own fans to stop. (To be fair Sister Location looks awesome)

I doubt that other game will ever get made to be honest. Toby Fox seems content to be the.... what band was it that wrote Stairway To Heaven and then refused to let it be played in movies or games, to the extent it had to be edited out of the VHS and DVD versions of Wayne's World? Yeah that, of gaming.
