"Having" the name Chara has nothing to do with whether or not you have your soul.
After you've chosen a name (other than Frisk, which activates Hard mode, which isn't finished, and probably never will be finished), you can't change the name until after you complete either the True Pacifist Route or the Genocide Route.
Chara is its true name.
If you've done a True Reset, then that means you've completed the True Pacifist Route or the Genocide Route, and been able to change their name.
You do know there is a difference between resetting the game, and doing a true reset, right?
