I'd suggest starting with something small first, though. Free programs (as FLS, if I recall, is 100$?) like Mario Paint, even. I'm just starting to get into pixel art (I posted my first ever attempt in my Artwork), and I have a loooooooong ways before I reach a reasonable level of skill, hehe.
It'll take time, but you'll get there.
It's not THE mario maker, but it's a basic music tool you can start with.
