She actually was making a reference to the fanbase, since when the beta of Undertale was released, a lot of fans made.... fanart of Toriel.
Alphys knows what fans has been doing, she spends too much time on the computer, she knows it.

Because Toriel looks pretty much like Asgore.

No, but at the time she stopped ageing, she would supposedly be middle-aged.

She could have Asriel when she was 22, Asriel then dies at 8 years, and she is 30 for eternity.
