Just look at his personality...

He acts as if he's a bother to everyone, and literally cries as part of his attacks!
He even sobs in some of his lines, and when he accidentally scares away the Mad Dummy, he does it by crying acid!

He's obviously depressed to the point of crying at every turn!

On a more serious note, it could be that ghosts are simply another kind of monster, not the deceased.
