DONT GET CORNERED.
As close to the center is the safest place you can be cause as long as you have a direction to run in the less likely you are to get hit.
Best to keep dodging in a circle moving about the center.
It took me DAYS to beat Undyne in Genocide mode. Not playing day and night, mind you. But I think it took me a good week or so to finally get a good strategy down. I'm not saying this is the BEST way, but this certainly worked for me.
Keep in mind, you may need to start all over again to use this strategy. I must have started over 4 times until I was finally able to beat her.
In the Ruins area, I leveled up as much as I could by fighting Loox (the eyeball monster). I would FLEE (don't SPARE or you will not be in Genocide mode anymore) any other battles unless it was Loox. When you fight him, use ACT to Pick On him and do it for 3 turns, THEN kill him. You will get the maximum EXP point from him that way. I found the best room to grind him was the room with the Froggits that are hanging out giving you advice (but they eventually disappear if you kill a lot of monsters), I think I also grinded a lot in the room with the 6 holes in the ground (where you fall to get the Faded Ribbon). Anyway, just keep fighting this guy and healing at a save point until your Kill Count depleted. When I went to kill Toriel, I think I was at Level 8.
Once you get to Snowdin, you will want to stock up on the best healing supplies. You already have the Bandage and Butterscotch Pie in your possession at this point . Go to the Snowman and talk to him a bunch of times to get 3 Snowman Pieces. To save money, do not buy the Cinnamon Bunnies from the store until you deplete your Kill Count. The bunny lady will flee and you can just take them for free. At this point I was mainly using Save Points to to heal myself so I could save my good items for the Undyne fight.
As for grinding levels in Snowdin, there is a monstser named Glyde that lurks in the cave by the purple door. You have to go to this area and just walk around until an encounter occurs. He gives tou 100 EXP each time you beat him. Honestly, once I beat him 3 times, I just grinded regular monsters in other areas (the long bridge before Snowdin town is a great spot). I know others just grinded Glyde until the kill count depleted, but honestly...it takes so damn long to get an encounter with him I didn't bother. My goal was to get to Level 11, but if you want to try to go further than that by grinding Glyde more, it's up to you.
Once you are in Waterfall, I found that the combo battles of Aaron and Woshua were pretty good for EXP. I grinded them in the area that had some echo flowers with bright water and bridges (sorry for that vague description). I was able to attain Level 11 before facing Undyne.
As for Undyne herself, I found that the best way to go into this battle is to try to AVOID using ANY healing items until you get into the second half of the fight (once you deplete her health bar to the half mark). Look a this way....unless you are AMAZING at dodging and blocking right off the bat, you are going to die A LOT. But the good thing about this is that you will get so much practice with the attacks in the first half of the fight, you will eventually find that you won't take many hits at all until the second half (her attacks get faster and change slightly). And when you do get this point, use your health items at will and keep your health up! I found that I was losing a lot not because I ran out of items, but because I wasn't healing enough between harder attacks.
Speaking of harder attacks, I have to say....that one where the spears surround you in a circle and close in on you is THE WORST. Goodluck. Again, practice practice. The notebook and glasses help a lot because they make you invincible longer when you DO get hit.
Again, I'm not saying this is the BEST way to go about it, but it's what worked for me.
