Is the opponent of sans a human?
If the answer is yes, the human wins.
Its a monster of a universe in which monsters are stronger than humans?
Then the monster wins.
Its a subhuman species that pales in comparison with normal humans? (like smurfs)
Then, it can be debated.
Can Sans's opponent do more than basic melee attacks such as: Magic projectiles, AoEs, Homing Attacks, Cloning.
Then the opponent wins.

2. idk, sans could be stronger than a normal human, or at least difficult to beat if they have the right amount of 'determination'
3. shaggy is not just a normal human, thats for sure. he has a subspecies of his own, and he's the only one in it.
and 4. shaggy can probably do anything he wants in this darned universe using no more than 60% of his power, and 100% is not his limit. i guess we can all say shaggy wins by a long shot
1 Sans is a monster, and so, invariably weaker than a human.
2 Sans is canonically defeated by a toddler, even if that toddler have a stick as their only weapon it makes no difference.
If someone loses to a toddler with a stick, dont try to compare him with an adult......
