stuck in snowdin on genocide run

so i just got this game and have done a pacifist and a true pacifist run but i am stuck on 3 left in snowdin area for my genocide run, i cant seem to find the last three creatures in this area and i have been searching for about 35 mins now

also i think my game is slightly bugged because everyone is still in snowdin town and not gone and there is still cheery music there

You need to keep moving around the same screen (somewhere before reaching Snowdin Town) until you get an encounter (it has to be one on which random encounters can occur); where monsters spawn; your encounter rate will reset every time you move to another screen. Also bear in mind that the encounter rate gets much lower once only a few monsters remain, so you may have to walk around for several minutes in between encounters.
