And before you tell me that merch isn't canon, consider this: If gaster wasn't MysteryMan, why would Toby make a tarot card of him as MysteryMan?
So Toby had no input whether or not to have Gaster as Mystery Man. If Toby made them himself, there wouldn't be Gaster. You could say that the fact that Toby approved it means that it's canon, but Gaster was one design out of like 18 at the time. Toby Fox just liked the look of them. And finally, it isn't canon. I know that's a cop out answer, but at the end of the day this discussion doesn't matter because none of the merch is canon, out of Toby's own tweets.
