Is being put in the garage counted as a death?
Shortly into my game i decided that i would do a No-Death Run.
I lost to Papyrus.

According to the Undertale Wiki, "9999G is the initial price for the Temmie Armor, but each death reduces the cost (losing battles without dying, such as losing to Papyrus, does not count)", so I'm guessing the game doesn't count it as a death. As for whether it should count if you're doing it for a personal challenge, I'd say it's up to you, while keeping in mind that Papyrus is one of the only characters that will never kill you no matter how badly you lose (Toriel starts to avoid hitting you once you get below 3 HP, but even she can kill you if you lose too much health before the turn ends).

I'd say it only counts as a death when your HP goes down to 0 (Or somehow below that).
Technically no. Also if you lose 3 times, he gives you the option to skip his battle. You can also sleep in the Inn to increase your HP over the max.

i dont think its possible to die in the pap fight, if you are at 3 hp and take an attack that would otherwise kill you it just jeats your hp to 1

Being imprisoned is different then dying. But if you are going for an unbeatable run, then you lost.

by that logic pacifist is impossible, because when fighting the final stage of asrial dreemurr your hp goes down to 0.001 at some point, i might be wrong
