It's left up to you to decide what frisk is. A lot of game companies will purposefully make characters androgynous so the player feels attached to the character- I believe they did that for Link in BOTW as well. So there really isn't a label you can place on them as the certain "gender" that is irrefutable.

The sexes of the main 2 characters are not mentioned canonically so the player can relate to them more, if that makes sense.

That doesn't necessarily mean that Frisk and Chara don't have a gender, but there's not enough in-game evidence to clearly define what gender Frisk/Chara specifically is. It's for you to decide, Undertale is a game of choices, and the protagonist is whatever gender you want them to be. frisk's gender isn't mentioned because there is no way to change your gender in game. although frisk kinda looks like a girl
