Enemies not spawning into genocide route

I made it to hotland in the gencide route after i beat Undyne the Undying, then i beat Mettaton NEO without killing all the enemies. Now they wont spawn, is there anything I did wrong

You have to reach the kill quota before encountering the area boss; if you killed Mettaton NEO without killing all 40 monsters in Hotland/CORE, then you're on course for a very bad neutral ending - not genocide. If you've saved since, then you'll have to reset to try again (though it might be worth seeing said neutral ending first in that case); if not, then you can quit and reload to before fighting Mettaton NEO, before grinding encounters on the bridge next to the save point.
