He uses teleportation magic.
The magic he uses to bring you to the middle is, at least in my opinion, is blue SOUL magic. Like how he flings you around at the end of the battle. It could also be that he moves the entire battle, box, himself, buttons etc. so that you are in the middle.
As to how he teleports, there are two possibilities;
1. Changing game code.
He already shows multiple times in the game that he, just like some players, will not play fair like most monsters will. He does 1 damage per frame (30 damage a second because it is capped at 30 fps.) and he can and will do unavoidable attacks. The only person to comes close to cheating is Mad Dummy when he basically does Sans special attack, he sits there for all eternity because he fired all his attack dummies and he ran out of knives and you can't hurt him. The only reason it didn't become Sans' special attack is because Napstablook saved the day. Same case here; Sans cheated. He changed his room code value to wherever he chooses. Simple as a normal player would.
2. The second option is a literal "shortcut" into time and space. It most likely wouldn't be teleportation because if it was, Sans, being as lazy as he is, wouldn't walk the whole way around his counter just to get lunch. He would just teleport everywhere he goes because he is so lazy. So it is most likely that there is actually little "shortcuts" in time and space, and Sans uses his advanced knowledge about this stuff and walks through a wormhole to the place he wants to go. Which is sometimes why he goes the correct way sometimes, and the complete opposite way another. It depends on where he puts his special "shortcuts".
I don't think he teleported his entire sentry station to waterfall and hotland, the snow would have already melted,
"The water evaporated.
The cup also evaporated."
It would have been way to hot and would have been made into steam quickly. Also in waterfall, Sans says "what? you never seen one guy with two jobs before?" suggesting that he actually has a second job as a sentry. Also, if he teleports his entire station, Undyne would have been confused when she saw Sans. Instead she yelled at him because he was sleeping.
Also, the reason why the snow is there is because "You see that guy? He's too lazy to clean the snow on his roof." suggesting that is it by usual, magic as to why snow is there. Sans is just so freaking lazy, snow just forms like bacteria because he is too lazy to clean it off.
What?
The other one was also a quote, I put quotations for a reason, if you talk to someone at Sans' 'dog stand, they will comment about how crazy it is there is still snow on his roof just because he is too lazy to clean it.
I guess not everyone will get every single reference without context. It does make sense because not everyone will remember minor details.
Sans can hack the game like you can, that's where his powers come from.
That's why even if you hack the game to get an impossible ending, he's still there to call you out on it.
