Or not like she knew Asgore didn't actually want to do it, and most likely while this is an assumption, knew that then he'd really only be doing it for his people
I think some of the blame is on her for their deaths, she WAS the queen afterall.
I believe that after what happened with Chara and Asriel, Toriel left before the next human fell (as presumably it was Asgore's plan that initially led her to leave.) One by one, Toriel took them in, showed them kindness, and they all left. All to be killed. Toriel no doubt had a degree of emotional attachment to these people, and regardless of if Asgore himself had killed them, his decisions had led other monsters to kill them.
Don't forget - Papyrus had never seen a human before Frisk. This has presumably been ongoing for quite some time, at least a few years, if not decades, as humans falling isn't an especially common thing. Toriel's had a lot of time to let this negativity stew. While, once upon a time she may have truly loved him, the past is just that.
