Grind on the bridge-like area just outside the door to Mettaton NEO, just be sure not to fight him until AFTER you have gotten the 40 kills.

Once you get into the CORE, there's plenty of space to grind. There are also a couple of rooms in the CORE that have scripted enemy encounters, so you'll definitely be able to go for those ones (although the enemies in the CORE are extremely tough and can overwhelm you easily, although it's easier on a Genocide run because of your increased stats).
