I'm trying to do a Pacifist Run, but I didn't meet Flowey after sparing Toriel.
I've just finished my first Undertale run (Neutral), and now I want to do Pacifist (as suggested by Flowey). After sparing Toriel and walking through the gate, there's a little patch of grass where I think Flowey should appear, saying, "Clever, very clever," (according to YouTube videos of Pacifist runs), but he isn't there. Did I do something wrong; is my Pacifist run ruined? Or does he only appear if you do Pacifist during your first playthrough?

P.S. I didn't know how to spare Toriel at first, so I fought her and took away all her health, but then I reloaded the save and fought her again after looking up how to spare her, so I don't think the game registered that as killing her, if I'm not mistaken.

You should be good. Whether Flowey shows up at the start mostly depends on what you did in your previous run.

Even if he doesn’t appear, you can still get the Pacifist Ending.

You just need to stay at LV1 and 0XP, give Undyne the glass of water, and backtrack to do the dates with Papyrus, Undyne, and Alphys. Each of which become available once you spare them (or once the elevator to New Home opens in the case of Alphys).

If you are doing pacifist as your first run (and succeed in sparing Toriel on the very first attempt), Flowey will say that. Otherwise, you don't get that dialogue.

You have to have beaten Photoshop Flowey to get access to the Alphys date. If you’ve gone through your first run staying LV1 and gave Undyne the glass of water, you can reload your save after beating Photoshop Flowey, and backtrack to do the dates which unlock the Pacifist Ending. Doing it all technically in a single run.

Otherwise, beating Flowey carries over if you reset, until you complete either pacifist or genocide. So if you complete a neutral run and reset, on that next run the Alphys date will be available once the elevator to New Home opens. Meaning you skip the Chara-Asriel backstory speech, Sans’s Judgement, and the Asgore fight.

just mess around with the app data and set all flowey's settings to 0

The game remembers ever single thing you have done unless you get the true pacifist ending and true reset or get the genocide ending and reset. Any neutral resets will give you some cool secret dialogue you didnt hear first time because people like Flowey can remember everything through all your saves

the genocide reset is not a real reset because if you do a pacifist after you will have chara who will come back
