I'm fairly certian the only reason why people ship them is due to Toriel being able to make snans oondertale actually happy.
Hell if i know, they might just want to see the skele ♥♥♥♥ the anthro goat.
The main thing is that they seem to make each other happy. They share a love of bad puns, and Toriel actually helps Sans not give into what he believes is a predetermined fate.
The reason Toriel and Asgore break up is because the only feelings they had toward each other were romantic. They shared no common outlooks. Asgore is terrible at puns, and doesn't really express any enthusiasm for the ones Toriel makes. Asgore is not very good with money or organization, while Toriel is overly caring and takes her work and her own morals very seriously.
