Actually it's referring to Sans, as bits of his dialogue suggest he's from another universe "the other world". (Likely Deltarune's given the items you can find in his hidden workshop.)

He states giving up on being able to "go back", and it's made clear he isn't just refering to the surface. Given the timeframe he should also never have been to the surface before, yet he knows what the sun is.

i dont like when people does that when this game with this dialoge came out it was nothing about its referring to any deltarune characters so pleease lets stay ONLY in undertale

Except there are clearly hints to Deltarune that Toby dropped into Undertale since he already had the game's story finished before Undertale was even released.

Including the secret clam girl that talks about a character named Suzy, which also triggers a note to appear in Sans's workshop that has a drawing of 3 figures and the words "Don't Forget" written on it.

Did you not read the self Q and A he posted on it? He said he's planning on making a team, otherwise he feels it won't get finished. Also it won't be a chapter by chapter release. We won't see anything again until the full game drops.

Because it's a lot of work for mainly one person who also has to balance Undertale related work at the same time.
