If it says only "Determination" then you are still on the genocide path. If it says "[number] left" then you have more monsters to kill in the current area.
In addition to the genocide quota, there are a few additional monsters that you must kill (e.g. Shyren). Normally you can expect to have encountered them already, but if for some reason you didn't kill them before meeting the kill quota, then the genocide run fails and the rest of the game will proceed as a Neutral run.
That is odd because
Monster Kid is only suppose to "fight you" during a Genocide run.
If anything look up a walkthrough and follow it. It's honestly not that difficult once you know how the Genocide run works.

I have sought out and killed every monster in each area.
The save star says "The wind is howling, you are filled with determination." So I'm not sure
If not, then you messed up Genocide somewhere in the Ruins or Snowdin.
If so, then you messed up Genocide somewhere in Waterfall.
To do the Genocide route, you have to kill 20+ monsters in the Ruins (not counting the 10 EXP scripted encounter Froggit), 16+ monsters in Snowdin (not counting the scripted encounters, who have to be killed as well as the 16+ monsters), 18+ monsters in Waterfall (not counting Undyne), and 40+ monsters in Hotland. (not counting Mettaton)
Once you start the Genocide route, the save points will always say either "Determination." or "[number] left.", or nothing once you reach New Home.
Then you missed one of the requirements for the Genocide run, because in a Genocide run you should find a save point placed before the bridge, not after it.
Did you encounter (and kill) Glad Dummy? Or did you fight Mad Dummy?
I have never actually heard of glad dummy. I did fight (but not kill) mad dummy. (even if I wanted to I cant kill him) and yes, there was a save point at temmie village, but that was the last one before Undyne.
I did kill pap if the first turn, but not in one hit, I had to wait for him to spare me, I dont think that I can kill him in one hit though.
It should ONLY say determination? In every other game that I have known, (even friends, and gamers online) It has said a description before had, as in the wind is howling.
