You gotta do it for like a minute at a time, then walk around a bit. Then do it again.

Keep walking in the same area. Avoid room transitions, that will reset the amount of steps you need to take in order to encounter the next monster. Just walk back and forth in the same room a lot. Prioritize rooms that give you early monster encounters.

Snowdin: walk back and forth across the bridge.

Waterfall: there is a crossroads that has Undyne's house in the northwest, and Napstablook's house in the north. The room directly to the east gives you quick monster encounters. Enter it, walk until you fight a monster, re-enter the room, repeat.

pog the "frisk dance" works the best for me (the frisk dance is when you are against a wall and you hold up and down at the same time and frisk goes crazy like seizure)

also in the ruins the room with 3 rocks and 1 of them is alive or something is a good place to get encouters cause it gives 2 monsters each encounter so more exp and blah blah blah

Personally, I got like a an encounter every minute if you go the room east to the room you mentioned in waterfall

fun fact, frisk dance is a good way to grind enemies.

Here is the best advice I can give you: once you get an encounter in a room, walk into a different room and then back into the first room before you continue grinding for the next encounter. Undertale has a quality of life feature where once you get an encounter in a room the steps required to get another encounter skyrockets so that you're not constantly getting encounters while trying to solve puzzles and whatnot. However, exiting and re-entering the room will reset that, reducing the time spent waiting for encounters by a lot.
