Can you still fight Asriel in the True Pacifist route if you killed Flowey in the Nuetral Run?
At the end of the Flowey fight, I had decided to kill him. But now I'm curious if I made a mistake because I'm wondering if I can still fight Asriel the God of Hyperdeath in the True Pacifist route.

Yes. Killing Asgore and Flowey doesn’t matter, as you have to go back in time before you killed them in order to get the Pacifist ending.

Precisely.

Although Flowey won't tell you what you have to do, you can still do it.

It makes it harder, as Flowey wont tell you what you have to do. But you still can.

Though when I started over, Flowey did not appear at the start. Will he appear at some point?

Yes he will. Since you can't save after fighting Asgore, both Asgore and Flowey will be alive upon loading your last save. Flowey is just tricking the protagonist into thinking he's gone.
