TF happened to Toriel?????
I didin't kill her, but she never answers the phone. Why is that?

At first I thought she may not want to answer the phone.

But actually, her phone is stolen by a small white dog...

Yes. If you actually wait in the long room when she first gives you the phone and tells you not to move, you get a call from her every few minutes until her phone gets taken by a dog.

In the start screen of the game, where you can choose to continue or reset, you can see Toriel sleeping in her reading chair. So, I think she doesn't answer the phone, because she's asleep after reading a good book! ^ ^
(Of course this is after the Ruins when you try to call her in any other part of the Underground)

Yep. If you phone Toriel while you're in the Legendary artifact's room, you'll hear her phone ringing from your inventory, because the Annoying dog is in there.

She got it back from the dog eventually.

When you leave the Ruins she tells you not to come back. She is trying to ween you off of any possible dependency that you might have to her because you said that you wanted to leave and outside the Ruins, many monsters will try to kill you, especially Asgore, who it is implied has killed several other humans already. Leaving the Ruins is your first "big kid" choice but you have to realize something... your choices have consequences.

It probably breaks her heart every time that you call her after having left the Ruins and she doesn't answer it. She probably receives your call, though.

Hey, I didn't think of that! Also, if you walk all way back through the RUINS, Toriel stands there with the golden flowers. That could be it too.. (It's an easter egg ^w^)

It’s implied Chara is buried there. Asriel also shows up there if you backtrack after the pacifist final boss, but goes away permanently once you go to the surface.
