Yeah, I'm not even saying it's a tie between Chara and Asriel. I get the feeling alot of people think Chara destroyed the world, but that whole scene was really vague and up to interpretation (thanks to the Black Background).
Asriel on the other hand, has infinite stats, is seemingly impossible to harm, and supposedly has attacks (Hyper Goner) that can destroy reality / matter. Pretty crazy stuff, and it's stuff that he for sure, factually has.
The only character that even comes close to Asriel is, Frisk actually, since they're the only one left with determination, and Omega Flowey but that's difficult to explain.
So obviously the answer is Jerry.
the power of pets is to much
Flowey is only powerful after he gets the souls. Without them he wasn't even able to kill Asgore without the human's help.
I swear if you just spoiled the last run I have yet to do that I'm already halfway through...
If you're talking about neutral/pacifist, he explicitly thanks you for doing "such a number" on Asgore. I don't remember him saying he's killed everyone either. He took all their souls in true pacifist, but the human still beats him.
Asgore. His massive health pool and overpowered stats make him the most powerful monster in the game. Period. Others dont even come close.

Undyne isnt undying unless a very specific scenario is met, so i wont take ehr into account (i use normal undyne for comparisons)
Before questions arise.
Frisk isnt really powerful. They have unlimited tries and time travel, which makes him unbeatable, but they arent strong, and certainly not the strongest. They cant even squash a tomato.
They simply have a very powerful shenanigan going for them, which allows them to defeat people far more powerful than they are.
Sans is a very niche fighter.
Against a fragile human that can attack only once per turn they are exceedingly poweful, indeed.
and their fight is the hardest one in the game for most people, true.
But it isnt because he is powerful. Even if KARMA affected everyone the same as it affects frisk, the first attack (sans second most powerful attack) that deals 140 damage (aprox) while lethal for a 92 HP human, is laughable for a 1500 HP undyne.
And dodging up to 24 attacks is much less impressive against monsters that attack 7-13 times per round that it is against humans that attack only once.
Sans isnt powerful on general terms, he is tailored to counter the human, and thus, is very hard for frisk to defeat, but that doesnt translate well on power at a generalistic level.
