I decided to play undertale again, and there comes a part where Papyrus asks you what you're wearing. What I did was wear the mandana and tell him I was wearing it. I switched to the tutu after the talk, and sure enough, Papyrus said that he told Undyne that instead of a mandana, I was wearing a dusty tutu.
Toby thought of everything.

It made me beam to myself when Toby had Papyrus acknowledge that I was wearing the stained apron during my "date" with him on one playthrough, having delayed befriending everyone out of sheer curiosity.

Why disappoint the hardcore explorers of the game, when you could instead just BE Toby Fox? ;-)
