Cuphead being new, fresh in mind... the new fad...
EDIT:
Actually... it reminds me of that Mickey Mouse game for the Megadrive... would the retro art on the first level.
Undertale has been robbed of that award in my opinion.
And it was made originally with instruments, no computers. Unlike this game.
All real game music is not originally done with unstruments.. it's actually written originally on paper... Minus head thought.
Cuphead is about its animation. Its music is as good as a 1920's cartoon which is not much.
The voting system is literally cattle hitting a button.
Sure, CH has some catchy tunes. And fits in well with the aesthetic. But it really feels like a handout for the hype/recentness and the animation than anything to me.
Undertale, in my opinion, deserves the win for it's exceptional use of lietmotif. Not only simply relate tracks to other tracks way, but to subtly hint at relate character and event relationships and guide players emotions, sometimes in unexpected ways.
Lietmotif is a major factor in how the New Home scene hits players so hard, and also subtly weaves it's way into the players perception of other scenes (won't give examples, third link does that better than I can).
(And shame on OP for going with the predictable fanboy pick of Megalovania, one of the few tracks in the game, and probably the only one of the 'popular' tracks, that DOESN'T highlight the advantages of Undertale's music over most other games).
Here's a couple sources that explain it better than I could. Please note all three links spoil the your first playthru. And the third link spoils things generally not noticed until a few playthrus in.

(6:53 to end for the New Home part in particular, though the whole thing is worth watching if you got the time)
and

for a more throrough text basesd analysis of leitmotif throughout the whole game. Personally, I enjoyed part2 more than part1 for that read.
And actually had VARIATION that undertale lacks.
And your salt is delicious op.
Also, Weshek? Stop being a troll.
