The best weapon and armor for Undyne the Undying imo, is the Ballet Shoes and Cloudy Glasses.
Ballet Shoes have the highest attack stat in the game up to that point so you can kill her as fast as possible in less turns. The Cloudy Glasses, while they have less defense, increase your invincibility frames. That means, after taking damage there’s a longer window where you won’t take additional damage. This is useful since Undyne’s attacks come quickly one after the other. Since you also have more HP in the genocide route, the lower defense isn’t as detrimental.
I’m going to start with healing items. First off, at the start buy AS MANY SPIDER CIDERS AS HUMANLY POSSIBLE. You may have an infinite supply of Cinnamon Buns but those extra 2 hp can really make a difference. Take all three Snowman Pieces and make sure you have room in your inventory for the Abandoned Quiche before the flower puzzle room. Finally, if you still have room in your inventory I’d suggest picking up the ice cream sandwiches.
In the way of armor what I found worked was the Cloudy Glasses. If you really want to try beating her with the TuTu you can, just remember to grab it before you cross on the plank boat thing since you won’t be able to go back to that area after that.
I’m not sure if what weapon you have really matters, but I just stick to the Ballet shoes and they work fine for me.
Lastly, her attacks. The first attack is supposed to catch you off guard. This one is the same every time. It has a specific rhythm (sorry if you’re not like me and don’t memorize everything based on what tempo it is lol) “one. Two. Three. One two three, one two three, one two three, one. The next you only need to dodge horizontally since no arrows will come at you from the top and the third attack you’ll want to focus on which arrow is red (not which arrow you think will hit first)
For the first red attack you should make an S shape, try to keep moving. The second red attack is just don’t be stupid, and the third one is wait for an opening. Try your best, memorize attack patterns and stay determined!
Oh! And one final piece of advice. Don’t use your snowman pieces until she is out of green attacks and your health is below or at 20 (below 20 is just a good rule for healing at all during this fight).
