To be hoenst you can make almost any crossover work with good enough writing and story setting. I just don't expect that to be available right now. lol. TF2 x Undertale could work in a pretty funny way. (though thats more to TF2 being less 'serious' and more comedic)
Well TBH I can see Undertale/TF2 working like this. And only in a narritive sense, a game probably wouldn't work well unless the only working undertale chars were Sans and Undyne.
For a story, I can see this being....
Scene: Country where monsters live in Undertale. Maybe a theme park nearby it.
Marasmus made a theme park for the new monsters who have appeared in the world. Shaken from his dealings with the Yakuza and eventually paying them off. He hires the mercenaries over to his park to celebrate as a guise but in reality he is there to gain this new 'determination' power and destroy those that dare stand against him.
The Mercs meet the undertale characters and their characters just interact and it writes itself.
Why Overwatch is so much harder to fit into Undertale unlike TF2 is because Overwatch is basically made by Blizzard who tries to be super PC and writes their chaacters to fit that PC quota instead of letting the characters be themselves, flaws and all. TF2 and Undertale celebrate the freaks and weirdos in comparison to the squaky clean PC Overwatch. (Really Junkrat and Roadhog are the only two that would work in another crossover since they're so disconnected with the rest of the OW universe.)
Also TF2 has magic, so it can be believed that Undertale and TF2 exist in the same universe because of that. OW is ALL science based with no magic what-so-ever, so it wont work. The suspension of disbelief just isn't there with how Blizzard has written OW. You CAN write them together, but it'll take a hell of a lot more work than blending TF2 and Undertale.
