It's a glitch.
It is not intentional and Toby is not discouraging you from doing the Genocide Route. Toby doesn't care which route you do. If Toby really didn't want you to do the Genocide Route, he wouldn't have put:
*New gameplay mechanics
*New diolouge
*New music
*2 Genocide-exclusive boss fight (not including Mettaton Neo)
*A permanent effect on the game
*Things crucial to the game's story

you bring up some good points... i think it's a possibility. i just find it weird that there would be a glitch with such extensive effects. i mean, glitches and bugs usually are just small little things, so idk. i always felt like toby put those things in there just to make a point about choice, but yeah you could be right there
The glitch is not intentional. You just have bad luck.
It's not speculation.
This glitch can happen anywhere in the game. Not just genocide.
There are two variations:
1: Annoying Dog is walking in place with the song "Dance of Dog" playing.
2: Annoying Dog is sleeping with the song "Sigh of Dog" playing.
