Report a translation problem
This isn't a steam issue. It's a your-save-most-likely-got-corrupted issue.
C:/users/owner/appdata/local/UNDERTALE
Check if you even have files in that folder.
More likely than not though you'll have to either start over, or download someone else's save and put it in that folder.
I opened up the folder and I still have what seems to be 3 save files named: file0, file8, file9. Along with 2 other files in the UNDERTALE folder which are the "playerachievementcache.dat" and "undertale (configuration settings)"
Odd.
Well I'm unsure if there is any way to repair corrupted saves.
What you can do though is download someone else's save and continue from there.

Some things may be different from your previous save file, but you can probably edit the file as needed.
I can only find the downloaded undertale under steam common
... It's perfect chance to make a difference this time.
