Not sure where you read this. Frisk is meant to be a vessel for the gender of the player rather than an agender alien. Humans have gender.
Well there are some humans out there that have litterially no gender. well no "parts"

edit: i don't think he's going to explain himself because that isn't a thing that actually happens outside of tumblr fantasies (and even if it did there's other ways to deduce gender biologically)
They have, and man does people's poor reading comprehension disappoint me.
At the restaurant dinner, Sans talks about how he met Toriel and how he promised her that he would take care of any human that falls down.
In the genocide route, Sans says something along the lines of "well old lady, this is why I don't keep promises". Where he's obviously referring to Toriel and the promise he made her, not to Frisk.
No one ever refers to Frisk / Chara as anything other than "they".
He obviously ment Toriel as he made a promise to protect Frisk.
