Lv. 20 Neutral Possible?
Is it possible to get to Level 20 during a Neutral Run? Without editing the save file and hacking...

Yeah, LV 20 is impossible. I think you can get up to LV 19 on Neutral? (don't quote me on that) but you only reach LV 20 from killing Sans.

LV 18 at the most.
I found that theoretically 21,674XP is the highest amount of EXP you can get without finishing on the genocide route.

That only puts you on LV 17.

Oh there's more to it than that. Sparing a monster, as long as it's not a special encounter, doesn't ruin a genocide run. You have a limited number of monsters you can kill to level up, so you want to only kill the monsters that will give you the most XP on death, and spare the rest for gold.

In the case where I tried to get as much XP without getting genocide, I followed the genocide route up to leaving 1 kill left on the counter before Mettaton NEO. In the ruins I made sure to kill the first Froggit and then I only fought Loox, picking on them 3 times each to get 22 XP per kill. Fought only Snowdrake, the dogs, and Glyde in Snowdin. Shyren, Mad Dummy, Woshua, and Aaron in Waterfall. RG1 and 2, Muffet, and Knight Knight in Hotland/Core. I also attempted to see if the set encounters on the warrior path in the Core would still happen after killing Mettaton NEO, which they did not.

lvl 18 is most you can get.
19 is when you kill mettaton
and 20 is when you kill sans
So 18 :3

That is a good idea. Technically, if you were to spare one Whimsun (Which give like 3 XP per), You could most likely get to at least level 17 if you kill every enemy, including Glyde and So Sorry. Make sure you go until you get the "But Nobody Came" messages, and even if it says that, make sure you kill Glyde and So Sorry. The two secret enemies do not count in an enemy count, as they are considered extra XP. The two are very similar to bosses. They do not count in an enemy count that shows when to run the "But Nobody Came" scripts. I do recommend you kill the special enemies before the normal enemies, because many think that the "But Nobody Came" scripts mean you have killed every enemy. They could most likely get you near level 20, probably not to 20, and maybe to 19 if you're lucky enough. I did not yet do this myself, but I believe this theory could work.

Theoretically, you can reach level 20 if there was enough EXP to allow you reaching that. But defeating Sans simply sets it to that value.

As I said back in October 2017, I did this run to see what you could get. Iirc, it ended at LV 17. It was however slightly more XP than what I theorized.
