Did you complete the date with Papyrus?
Did you complete the date with Undyne?
Did you deliver Undyne's letter?
You should be able to fight him in the Pacifist run
Or was that thrice?
I'm not sure that this is the right place; you might be better-off starting a new discussion, or finding one with a similar title, if you want more suitable responses.
However, I'll give you a few bits of advice that you may or may not find to be beneficial to you:
1. If you're playing the pacifist route, then you should start by selecting "Talk" three times (the earlier in the fight, the better) - as this will lower Asgore's attack and defence. *
2. If you've managed to keep hold of the butterscotch-cinnamon pie from the start of the game, then make sure that it's in your inventory; when your HP becomes dangerously low for the first time, consume the pie (before any other healing items) - as this will amplify the aforementioned effect. If you've already used the pie, then you won't be able to replace it on your current playthrough.
3. Of course, higher attack value is likely to see the fight over in fewer turns, and better defence will reduce the damage dealt to you in each turn - and so equipping the knife and the locket are probably your best bet. On the contrary, if you especially benefit from the regular healing effects of the stained apron, then you might be inclined to sacrifice a few defence points for this. Alternatively, the cloudy glasses which you can buy from Gerson in Waterfall will make you "invincible" for longer after taking damage - so that you can't lose health as frequently. As for your weapon, "consumable items heal 4 more HP" if you have the frying pan equipped; then again, in pacifist, this is unlikely to be necessary, since most healing items restore more than 20 HP already. And, as a very last resort, head down to Temmie Village if you know where it is; if you've died to Asgore a lot, then the Temmie Armour's price should be much more affordable than it initially would've been. If you still can't afford it, then farming gold from Temmie Flakes and cloudy glasses will help you to (slowly) reach that figure.
EDIT: I forgot to talk about the empty gun here; all I would say about it is to avoid using it if you're not very good at timing your own attacks - as I believe its "damage will be low" unless it is "used precisely" (i.e. you time it very well).
4. Buy the sea tea from Gerson, and have one in your inventory before fighting Asgore. Having already used the pie (if you have it), the sea tea should perhaps be used second (if you're between 5-10 HP, ** roughly, following an attack from Asgore); it will restore some of your health, and also boost your speed for the remainder of the battle. It might take some time to become accustomed to the faster movement of your SOUL, but many of Asgore's attacks benefit from moving more swiftly.
5. Prior to the blue-orange attacks, notice the sequence of "twinkles" in Asgore's eyes: this is the order in which he'll deliver the coloured attacks. So that you don't run out of space to move into for the orange attacks, starting at one end of the box, and/or holding X to move more slowly (especially if you've already taken the sea tea), might make this slightly easier.
6. Bear in mind that you can only be killed from 1 HP - i.e. taking damage whilst on 2, 3 or 4 HP will always reduce you to 1 HP, but never kill you. This might help you to be more tactical about when to consume your healing items.
* If you're on a non-pacifist neutral route, then talking will only yield the line, "But there was nothing to say"; this indicates the futility of continuing to talk, so you may as well just cut straight to the fighting.
** This assumes that your maximum HP is only 20 - i.e. that you're a pacifist (on LOVE 1).
Good luck!
