Can I re-download Undertale for free after deleting it?

Flowey has disappeared, and I can't seem to get the TRUE pacifist ending. Is it because I played neutral? And I downloaded Undertale from steam, if I deleted it would I be able to re-download it for free with all and have no one remember anything (because they remember little parts sometimes) and bring Flowey back because I want to break the barrier.

You can, but you don't need to. If you're at the end already and you haven't killed anyone, just date Papyrus, and if you've already done that, date Undyne. And if you've already done that, just go back outside of the Core and go through the post-game content.

Adding on to your great explanation, you have to go to the true labs too if you want to break the barrier. How? Do a TRUE PACIFIST run. This is easily done. SPARE(or MURDER, not too much difference in story eitherways) Asgore, get flowey to kill him and defeat Flowey in Beast Mode and then spare him. End the game by going through the door BUT DON'T RESET!!! Return to your old save file, play on and from there Flowey will drop you a hint. Get Undyne's letter from her in snowdin town first and take it to Alphys. After that go to her lab and enter the bathroom(yes you read that right). That is the true lab. Then go to barrier again. If Flowey isn't killing Asgore at the "end" then go and Corrupt, then Uncorrupt Undertale. That should do it.

In case you were being sarcastic about my explanation being great, just note that all you added were spoilers... and corrupting Undertale has nothing to do with it.
